Fixed an intermittent crash in the Cluster Manager that could occur under concurrent requests shortly after startup.

Fixed an issue where the NOQUEUE setting was not respected by a Compute Server that uses a Web License Service (WLS) license, so jobs were queued once the job limit was reached instead of being rejected.

Fixed an issue in Thread-Based Load Balancing (TBLB) where the Compute Server could oversubscribe node thread capacity. When environments were created without explicit thread parameters, the Compute Server could reserve more threads than allowed by NODE_THREADLIMIT, causing jobs to be queued unexpectedly. This has been fixed so that node thread capacity is now correctly enforced.
